Dear Visa Officer ,

With great excitement and optimism ,I received a fellowship from National Institutes ofHealth from the United States. But to my disappointment ,my visa application was re-jected twice on the ground of non-sufficient English. I understand the refusal butwould like to let you know more about my case. I believe you will grant me a visa afterreading this letter :

I am not an ordinary young man seeking admission to your country lor better educationand opportunity. But rather I am an established molecular biologist who is going to do avery advanced research program at your country's top medical research institute , NIH. Iwas invited by Dr. Jesey Fang ,Head of Genetic Section of Laboratory of Reproductiveand Developmental Toxicology at National Institute of Health.

A known scientist at the NIH, Dr. Fang has lots of visiting scholars around the worldto conduct research in her lab. She is very strict in selecting applicants particularlywhen it comes to a coveted fellowship such like the one she awarded me. If it were notfor my excellent research work , she would not have selected me for such a prestigiousaward. Nor she would have selected somebody who can not communicate in English ather Lab in the National Institute of Health.

I do not deny that my spoken English is not as strong as my writing and reading ability(I have even published research papers in English magazines). However, as a researchexpert deep into the unknown world of hunlan genes and cells, I have devoted all myadult life to decode many unanswered medical questions that prevent the human beingsfrom achieving healthier, longer and happier lives. Instead of talking to people at thetime like you visa officers do every day, I spend most of my working hours talking togenes and cells (who do not speak human languages). I am very proud of my job done and very proud of the fact that my research work has been recognized by internationally known molecular biologists such as Dr. Fang at the National Institute of Health ! Myspoken English is good enough to conduct my research in the NIH.

Spoken English is important ,however , this is an ability I just improperly neglected be-cause I have concentrated my energy on my field of research. I can certainly improvemy oral English rapidly. (I have already registered an Spoken English Course atBeijing's most famous language school, New Oriental School to improve my speakingskills ) .

A high level medical researcher from China's equivalent of NIH ,I am going to do high-tech medical research in the top medical research institute at the United States. Allow-ing my visa to conduct my research at the NIH is to allow me the opportunity to con-tribute my knowledge at the NIH. My oral English is NOT impressive ,but my researchability as well as my reading and writing abilities ARE. And I conduct the dialoguewith human genes every day and human genes in the United States speak exactly samelanguage as they do in China!

I respectfully request that you review my application and give me a favorable considera-tion.

Thank you very much.

Sincerely ,
